Use this to back up the songs from your ipod and then import them to your new PC when you install itunes

Assuming you have some way to do it (external disk/network/etc), the best way to do it is to copy your iTunes directory from your old computer to your "My Music" directory on the new one. Then install iTunes on the new computer and it will pick up all your music and settings.

I've done this several times for several people (myself included) and never had a problem.
