    I am seeking information, please

    Working on an anthology that is partly own work, partly themed excerpts...

    Can I assume that if a book is, eg on Gutenberg or "loose" on the web, there are no copyright problems?

    Written works over 100 years old fall out of copyright.

    Also, from the Copyright Association of Ireland:

    The use of author's works for certain educational purposes is permitted. These include the use of the work in examinations, and the inclusion of a short passage from the work in an anthology for schools.
