    just wondering that if a person was to unlock a phone making it available to all networks would they still be able to block the phone if it were to go missing/get stolen ??

    Network can block the sim card from being used, they can put a different sim in to use the handset, network will blacklist the imei but it can take months to come into effect.

    What the other 2 lads have said really. The process of unlocking and unblocking are pretty much unrelated.
