    Is the contract for running T2 being watered down? Surely it should be the independent operator should be choosing who cleans the windows and indeed how often the windows need to be cleaned.

    Dempsey initiates Facility Management Tender Process for Dublin Airport 2nd Terminal

    The Minister for Transport, Mr Noel Dempsey T.D., today announced that he has approved arrangements for the holding of a tender process relating to the management of facilities at Dublin airport’s 2nd terminal.

    Speaking today Minister Dempsey said; “ I arranged for a team of consultants (Goodbody Corporate Finance, Matheson Ormsby Prentice and Mott MacDonald) to advise me on the design and organisation of a tender process for the 2nd terminal at Dublin airport.

    Following consideration of the consultants report to me I have approved their recommended approach to the competition process.”

    The Minister added; “It is envisaged that the tender process will cover a range of services, including cleaning, maintenance and certain security screening processes. The scope of the tender has been decided taking into account the conclusions reached by the consultants regarding the provision of services in the terminal as efficiently as possible while preserving the integrated operation of the airport. It also reflects economies that can be achieved from extending existing outsourcing arrangements at the airport. The final scope will be settled following a market consultation exercise.”

    Under the proposed approach to the selection process the Dublin Airport Authority will be required to prepare and submit a benchmark price to the consultants who will run the process. Bids will be sought from third parties and the consultants will evaluate these bids and compare them to the Dublin Airport Authority benchmark.”

    The Minister concluded “I believe this tender process will encourage more efficient operations at the new terminal and it represents a balanced approach based on an in-depth analysis by the consultants of the potential scope of services to be included in the tender. The consultants will now move ahead with organising the competition process in line with the schedule for the opening of the 2nd terminal at Dublin Airport in 2010.”
