broken cookies with Explorer ver 7

    When trying to login to our 4 websites, 1 in 20 of our clients have a problem logging in - just wont let them in with correct usernames / passwords.

    Our s/w provider says its an explorer / broken cookie issue and you must clear all history/cookies, close all windows and relaunch explorer.

    But our clients tell us its just our website and doesnt happen anywhere else?

    Any suggestions?
