Upscaling DVD Player

Hi guys - noob here asking for further advice on upscaling DVD players.

I have a Sony Bravia KDL 40V4000 and, currently, a verrrry cheap DVD player (a Phillips DVP 3020 - connected by scart).

I'm unhappy with the DVD playback (it's just not that great - blurry, grainy picture). What would you guys recommend?

Would an upscaling DVD player make any difference (such as a nice cheap Sony DVPNS708) or will the TVs upscaler be better? I've just bought the TV so changing that isn't an option, and as far as cash is concerned I only have about 100 quid in the kitty

I'm at a loss so any suggestions would be appreciated : )
