    Finnish regulator Ficora will cease its efforts to ease wholesale broadband access regulation, due to opposition from the European Commission. The regulator initially proposed de-regulation in the major cities, because the retail and wholesale fees for broadband services are already lower than the country average. Apart from local telecommunications operators, at least two competing operators with own equipment for providing broadband access operate in these areas. The EC considered that the traditional operators' market share was too large to remove that regulation, and argued that a wholesale market share of over 50 percent is a clear proof of insufficient competition. Over the next weeks, Ficora is expected to issue new broadband regulation proposals for Finland's largest cities. The draft will then be sent for consultations to telecommunication operators before submitting it to the EC.
