I was just wondering which network's best (Billpay) network is for texts to the UK.

o2 is expensive if you text directly, but cheap if you use your webtexts, from the phone using Cabbage or AFT these cost 1c for data. The real problem here is the downtime of the O2 site, but you could use another paid web based service through these tools.

Texts all cost the same wherever your sending them, so it's just about who gives you the best deal for texts in general really.

Not so. Bundles exist for ROI texts that are no use for anywhere else and the rate for other texts is usually higher.
