Is it possible to find out which network operator a mobile number is on.
Is there a text or web site to do this?

If their number is 08x xxxxxxx then dial 08x 5 xxxxxxx and if they haven't personalised their greeting you'll get "the vodafone user has not setup their voicemail" etc.

If you're on Meteor text the number to 50004 and it will tell you if on Meteor or not.

If you're on O2 or Meteor send them a text or make a quick call to them and then check your call history.

    Ask them.

Normally there is a "beep" before the call connects, but I think that just alerts you to the fact that they are not on the owner's network. There are no different tones for O2, Voda, Three or Meteor. Kinda frustrating since there are different tarrifs for each network from a land line now-a-days.

One call or text to the number though and once the call is rated on your account you can call your customer care and ask them what network it is or check online call history where your network supports it.

Anyways, why can't you ask them?
