i want to know how to do the german umlaut over a letter.

Start > Programs > Accessories > System Tools > Character Map

You'll find all the available characters for your selected font there.

Depends on your languages settings/keyboard/application, etc.

To do it in Word on an Irish keyboard you can go to the menus and selectt Insert >> Symbol then scroll down to find the character you want.

If you do as I suggested you will see at the bottom of the pane what keystrokes apply to the characters you want.

Change your keyboard layout to German. Look out for y and z being swapped. The vowels with umlauts are clustered together on the right of the keyboard. Using an on-screen keyboard (built into most OSes) with the German keyboard layout will make this easier.

Yes. You could do out a little list of keystrokes. Be careful about changing your keyboard in the settings as you will really have to change the actual keyboard. There are other characters besides Z and Y
