Anyone know what a 'collective right' is?

    Hello people.

    I have an exam tomorrow. I'm almost prepared for it. Except one thing. There's a question we know it going to come up. It's "Is there such a thing an an international right to development".

    Now seeing as there's the Declaration on the Right to Development (1993) I was going to say yes. Then, someone said, the lecturer said nothing about any of the answers, only that the answer to this is no. His reason was because it is a 'collective right'.

    The closest I can get to this on google is a 'group right' which I presume mean only signatories on the declaration have this right. But I'm not sure.

    Anyone have any ideas? I would be most grateful! :)
