"Where the cavity width exceeds 110mm, the wall and the foundations must be designed by an engineer in accordance with IS 325-1: 1986 Code of practice for use of masonry - Structural use of unreinforced masonry. The engineer appointed must be qualified by examination, be in private practice and possess professional indemnity insurance."

What exactly do they mean by private practice? Would setting up a company through the CRO for €20 suffice?

It means what it says basically - private practice as opposed to someone employed in the public sector (state or semi-state). You can register a company if you wish but so long as you have your own business or work for a private firm and have PI cover then that covers it.
