Upgrade from what, to what, with what provider?

If it's eircom's recent 7M update, then they have interleaving turned on, which seems to effect pings for a lot of people. You can contact eircom about this, and downgrade back to 3M, or possibly get them to turn interleaving off (which may reduce your speed anyway).
