Change of circumstances....

Basically I wasnt intitled to get a grant for the 2008/2009 period as my father had worked up until the end of 2007, I wasnt old enough to qualify for mature student status, turned 23 in september just gone...the problem is he has been since laid off and has been unable to find work all year, my hours have been cut in my part time job, now only working approximately 10 hours a week down from nearly 20. Really struggling to make ends meet had to move out of my apartment and back home to survive, putting more stress financially on my parents, I am also financially independant from my parents and do not take a cent of them and havent done for some years now, my question is is because of my change in circumstances can I apply late for a grant to help me through the rest of the year? If so who do I go to? Living in Cork, have had a look on the UCC website for servces and help etc. but its not very informative, also looked on student finances and it only has info for the 2006/2007 change of circumstances. Any help would be greatly apreciated.

Maybe ask in the office in the West Wing where they stamp child benefit forms and stuff like that (that's my example because that's the only reason I've ever been there), I think my friend collected her grant cheque there so I imagine they'd know about it or at least they'd know who to ask. I assume you're going to UCC since you mention the UCC website.
