Root retarding treatments

I had a large sycamore tree felled by a tree surgeon recently and he applied a chemical to the stump to kill the root system and prevent shoots popping up. The stumps are then covered with heavy guage plastic and tacked in place to prevent the chemical being disturbed.

How long should I leave the stumps covered and more importantly, will there be any side effects in the surrounding soils. If I wanted to plant some more appropriate trees in the vicinity of the stumps, will their roots be damaged by residuals in the soil?
