    Arcsoft Total Media Theatre: http://www.arcsoft.com/products/totalmediatheatre/

    Cyberlink PowerDVD: http://www.cyberlink.com/multi/products/main_1_en_US.html

To name but two.........note some can play from harddisk, some need to virtually mount the ISO image.

windvd9 is very good as well. it upscales DVD's with it's All2HD software as well.

bluray rips are usually .m2ts files or he might have burned it as an image.

If you just want to playback m2ts files then mediaplayer (or others) will work as long as you have the Matroska splitter and ffdshow installed.

usually the .m2ts file wont have the right enlish audio selected. some will but some won't and it will be in a seperate .m2ts file to the film.

Wall-E was a real pain. it was split into loads of seperate .m2ts files.

If this example http://www.digital-digest.com/windvd9_all2hd.html is anything to go by, it's not a lot different from using some sharpening and denoise filters in fddshow, not actually upscaling, no big deal.
