n95 offline mode, sim reg failed

I have a Nokia n95 8GB. I put an inactive SIM card into the phone. It said SIM reg failed. I then switched it to offline mode. It continues to pop up "sim reg failed" every 30 seconds or so. Is the phone trying to pickup a signal even though it's in offline mode? Is the software just dodgy and it hasn't copped it's in…
