    Getting a SIM only:
Only if the laptop actually already has an EDGE/3G/HSDPA modem suitable for Europe and is not already locked to Vodaphone UK or Orange etc. Usually unless a SIM is supplied, the Modem in a Laptop will work with any network's SIM.

But even if the laptop has an option, it may not be installed. Also the Laptop needs an Internal 900/1800/2100 MHz aerial, that may not be installed if the modem is not factory fitted.

Only a few specific models have internal Mobile Internet Modem as an option, and even then it may have to be ordered with it.

A generic Mini-PCI or Express card internal slot doesn't usually have other than WiFi/BT aerials (2.4/5.8GHz), not GSM/EDGE/3G/HSDPA 900/1800/2100MHz.

A direct Asian or direct USA import is unlikely to have the correct modem for Europe.

If the laptop hasn't already got a built in GSM/EDGE/3G/HSDPA modem then look for an external USB model that has an optional aerial socket.
