sole trader,permits and red tape!

I have a few sole trader queries that I need info on because you just never know how bad this recession will get!
is it possible to set up a small recycling collection service as a sole trader,even if you are employed as a paye worker?
do you need different waste permits for different materials?
is proof of premises needed?
when it comes to taxation,would i need to register for VAT?
and out of curiosity,who do the recycling companies sell their raw materials to when they're segregated and would anybody know the rates?

You will need to review the waste management act and contact Environmental Protection Agency, they will be able to advise you on the permits etc

commonly you must register for VAT if your turnover exceeds €37,500 for the supply of services, and €75,000 for the supply of goods.
