Most vessels in international waters can be already tracked through cell sight analysis using radio and sat communication systems.

How does cell site analysis work with mf/hf radios and non cell sat phones?

It doesn't but almost communication systems can be tracked, apart from that they can be monitored by satellites.

What will probably happen in the near future is that any ship that is not registered to a data base would be apprehended by the UN navies in international waters. All this in the name of fighting against "terrorism" "drug & human trafficking" and "piracy".

    Evidence? For any of that?

If it's all so easy to track, why put this system into use? As I said, MF/HF transmissions, which are available to all ships, how can they be tracked?
