They are a private company, so I don't see why it should matter who their clients are.

if the job is a vacancy recently left by some one then internally they have to advertise if either public and private however a private company can get out of the public advertisment by claiming already in house experience essential for the job role.

if its a newly created role the same applies its an equaility matter that all staff get fair chance at promotion equal opertunities employer etc
    http://www.tcd.ie/about/policies/equal_employment_opportunity_selection_of_staff.php

    an example from tcd

In short, it is an environment in which the best candidate is appointed to the post.

    . Advertising

All interested and suitably-qualified persons should have a reasonable opportunity to be aware of available job opportunities and the requirements of the available posts by way of accurate, non-discriminatory advertisements placed in appropriate media. Advertising may also be by means of circulation internal to the College. In either case it should be made plain that the College is an Equal Opportunities Employer and that the advertised post is available to all.

What about private companies who only advertise their job vacancies by sending letters to their employees asking if they have any friends who can be recommended to them for the positions and those friends are not employees of the company?

Vacated jobs that are not publically advertised and are filled by people who were not in-house either. These private companies would publically advertise at the beginning of a project and as vacancies crop up over time, they would send these letters but they wouldn't do both types of advertising at the same time.

if they promoted themselves as an equal oppertunities employer they have to advertise either way.

Can anyone shed the light on how long a job has to be advertised for? This would be for a public company.
