    The only pay TV operator around these parts that ever tried that was ONdigital, oddly enough. But it was almost as expensive as just getting all the basic tier channels (£6 instead of £9 p/m IIRC). Its slightly harder for pay-TV operators to maintain, but worse still, makes channel carriage deals harder to negotiate as you can't tell a prospective channel how many subscribers they will have if they join a particular pack.
