power supply problem

Do Power supplies lose their output after a while? The reason i'm asking is that my PC has a radeon 2900XT graphics card, which when plugged in PC won't start, have sent back the card, and it tested out perfect at the workshop. I am currently using an x1650 (a low power card), which does not utilise the extra power cables, and the pc is working grand. the power supply is a Tagan 600W.

Was going to get a new power supply, would it do any good, as I can't think of anything else wrong?

it wouldnt be normal to lose output but it could easily be faulty.

you know anyone that could lend you a psu just to test. no need to buy a psu before you actually know thats the issue

Bought new PSU, plugged in just bare minimum and I still have the same problem, card was sent back to Komplett and they tested it and said it was fine. I don't see what could be wrong, any help appreciated
