When counting years of service (for the purposes of an ex-gratia redundancy payment) is there any way in which time spent contracting with a company (immediately prior to joining the company on a permanent basis) can be counted - assuming there was no break in service and the roles/responsibilities were identical.

If there was no breaks in service it's between your employer and yourself really to decide. because it's a grey area the redundancy payments section won't really be able to help you they'll probably just say sort it out amongst yourselves. If your employer isn't willing to include it then i'm afraid you won't get it!
