boot the laptop without plugging in the vga cable to the laptop. when you get to idle, plug it in and see if that does it. The laptop probably needs to configure the external monitor for first time use still.

Just wondering how are you connecting your laptop to the TV, does the TV have its own VGA socket?
I am trying to find a lead which will connect my laptop (only output is VGA) to my TV whose only input is scart. Anyone have any suggestions?
