Start > Computer > View system information. It should save Vista Home Premium Service pack 1 or something there.

and also, can anyone direct me to a location other than:

    http://www.microsoft.com/downloads/details.aspx?FamilyID=b0c7136d-5ebb-413b-89c9-cb3d06d12674&DisplayLang=en

where i can download the service pack 1? The above link stops working when i click the "download" button on that webpage.

Are you able to use the windows update website?

Is your PC a member of a domain or anything? Group policies on that could keep disabling windows update on it. Most organisations that would have a domain would prefer to distribute software updates themselves rather than letting it happen automatically without prior testing, etc.

you need to have administrator rights to do this

also you need all the drivers to be up to date
some sound card drivers blocked VISTA service pack , but that's mostly sorted out now

I'd suspect you've got a virus or rootkit, there's a few going round at the moment that disallow the Windows Update service from starting.
