The case against Leogrande, now 31, was made through what in legal jargon is called a "non-analytical positive" result -- the U.S. Anti-Doping Agency building the case through witnesses, documents, photos and other evidence.

The Leogrande case is interesting. A rare instance of someone on the inside of a team who becomes aware of doping and comes out and blows the whistle.

I think anyone who seriously follows cycling (specifically doping) know that's not true. However "certain" people take the Bush approach, keep repeating the same lie and eventually people believe it.

Testing positive is not the only way to get a doping ban. Missing 3 tests over 18 months, or admissions of guilt (as with Millar and most of the Festina crew) as well as "other circumstances" are all regosnised ways of failing.
