Eircom swords area gone SO SLOW

I tested my speed last night and it was 234kps download and 8kps upload.This morning it was 2100kps and 200kps...Now its back to 220kps,9kps...anyone else experiencing this??is it defo eircoms fault? Im on the 7mb package!
