    If someone's car was hypothetically towed for causing an obstruction while close to the pavement and not on a double yellow is there any way to avoid paying the impound costs.

    Two options:

    1. Pay the fee and then dispute it, going to court if necessary.
    2. Dispute the fee and be carless while you go to court or while the appeals procedure is dealt with. If you lose, you will have to pay the full costs of keeping your car impounded. This is usually a daily rate.

    The authority under whom the car was towed should have an appeals procedure. These always involve paying the fine first and disputing later.

    Did you park:

    -within 5 metres of a junction, pedestrian crossing, traffic lights;
    -within 15 metres of the approach to a set of lights or pedestrian crossing;
    -opposite a continuous white line;
    -in a loading bay or clearway; or
    -on a mandatory cycle path or during use hours?

    I bet you did. The 5/15 metre rule usually catches out the most people.
