Buenos Aires or The Philippines - Which would you recommend?

I'm almost certainly moving abroad for at least a year in the coming months.

I want somewhere I can get the maximum bang for my buck but with a good quality of living. I've got some saving and passive income set up so finding work isn't an issue.

So far I can't decide between Buenos Aires (Argentina) and The Philippines.

I've heard great things about both.

I'm leaning towards The Philippines right now because English is one of the official languages.

I've heard a lot of people speak English in Buenos Aires and I'd actually like to learn Spanish - but I don't want to be one of those people who go to a foreign country and get frustrated with the natives for not speaking their language.

I've also heard that the prices in Buenos Aires have started to rise in the last couple of years - probably not by all that much, but it could be a factor.

Which would you recommend? Have you been to either? Or maybe you know somewhere that leaves both of them in the shade?

Any advice would be very much appreciated.
