alcohol delivery

    in theory, would it be legal if someone was to set up their own alcohol delivery company and take a delivery charge for being an intermediary between the customer and the off licence?

    Practically forget it. The drink has to be bought from a licencee who has a licence under which it can be sold. You can merely 'theoretically' act as an agent for the licencee but it's riddled with issues.
