satellite dish problem

I've been having problems receiving some satellite channels via a communal dish. The low satellite frequencies on Astra 28.2 degrees (the RTE's, the BBC's, the ITV's) don't work at all. "No satellite signal is being received". Most of the other channels work ok. My receiver is a standard sky box. If i take the box to another location and hook it up there, all channels work perfectly. From Sky's point of view all is well, and this is correct as all channels do work fine when hooked up to a different dish. Anyone know what might be causing the satellite problems with the low frequency channels? Is it the LNB or is the dish slightly misaligned? Management company are a nightmare to deal with, they are responsible for dish which is at the side of a three story high block and would be difficult/expensive to get at. They are also confusing the problem with DTT tests on Spur Hill (Cork) which uses Ch68, common to RF2 Sky outputs, and very easy to change via Installer Menu, but as I use Scart output only, that is nothing to do with it.
