Does this fall under the west - and what is it like? Dead?

It would midwest (Co. Clare). What do you mean dead? Its a small town, not a city so I don't know what your expectations are.

Sorry should have explained - had a job offer from there

    45k Euros

I'm 25, single - male....from London....think it would be too quiet or dead for me? Club, nightlife - activity - local places that get busy? There are such things there? ;)

It'd be quiet enough I'd say. Not overly familiar with the town though.
I suggest asking in the Clare forum.
