Pulling over for blue lights

The girlfriend asked a question the other day that had me scratching my head. If a garda car (particularly an unmarked one) flashes a motorist to pull over and stop, are they obliged to do so immediately?

She was thinking that her first reaction would be to head to a petrol station/garda station/somewhere populated before stopping for anybody - it's pretty easy to fit some blue lights to a mondeo.

    Thanks
