    Hey guys,
does anyone know if you need two licences to operate a pub and an off licence in the same premises?

Yes as far as I can remember. An 'on' licence to serve booze on the premises and an 'off'-licence for take away.

The OFF licence simply allows for the sale of alcohol, but forbids consumption on the premises

i was of the opinion that an ON licence allowed for sale and consumption ON or OFF the premises

It does. So the customer can buy a bottle of whiskey over the bar and take it away unopened. (This doesn't happen much in practice, since it's an expensive way to buy whiskey. But it's lawful.)

But if you have a separate premises for off-licence sales which is not covered by the on-licence, you need a separate off-licence for that.
