On duty, off duty...

Quick question regarding what I recokon is a common misconception.

Does a Garda have to be "on duty" in order to carry out an arrest, or for example if they found themselves in a situaution where they felt compelled to make an arrest would this render them "on duty" for that purpose?

Also, regarding citizens arrest - am I right in saying that this can only be done if the offence carries a minimum sentence of two years? I had a look at the statute and this is mentioned but surely not everyone arrestable offence carries that minimum?

Any of the guards here able to clarify?

(And no, I'm not planning a bank robbery :P )
