I think this is posted in the wrong forum but it does sound like it might be a virus issue, malwarebytes is a good detection tool, was it updated when you ran the scan? also try superantispyware

Do you have any antivirus software running on your pc i.e. norton or mcafee?

Usually its a virus that stops system info/system restore from working. What you can do on some dells is hit the F8 key as its booting up and you'll be given a list of boot options. Some of the newer dells have a "Repair my computer" option.

You can do a system restore from inside there, you can also reset the machine to the state it was in when it left dell but this will mean you lose all your files, so do a backup first if you are going with that option.

I did a system restore on my sisters laptop the same way a few weeks back, because she had the same problem/virus. It didn't help, so i just reset the machine back to the way it left the factory.

Well I fixed the system restore/system info, I restored a MLANG.dll that seem to fix that problem. I download Explorer 8 beta that fixed the problem with ie 6. But I still have problems with OE 6 , I downloaded windows mail but this will not load at all. Sorry about puttting this in the wrong forum.

Moved from laptops. Appears to be a malware/virus issue.
Only noticed the thread now...oh well
