If you get a summons to show up for jury selection a month after the day they wanted you to show up, are there recriminations? What should you do?

In theory, you could be prosecuted. Common sense says write to them saying you didn't get it in time.

If they send you nasty letters, get a solicitor.

With jury duty they normally send out 100's of summonses. On the day of jury selection only a few are chosen from the pool of hundreds. If your name comes out and you are not there then you are in trouble. If your name is not called no one will know if you were ever there in the first place.

In the OP's case, contact the county registrar and explain the situation.

If I was in that situation I would certainly keep the envelope. It will have a post mark on it and if the post mark is later than the date of jury summons then that could be a good defence. If I was out of the country at the time, I would keep my ticket stubs from the flights etc. Also, it's entirely possible that they just put the wrong date on the summons and that you are actually called for jury duty in a few weeks time.

The penalty is a small fine, I think they increased it to €500. It is fairly rare that they prosecute these AFAIK.
