As an American Football novice i would like to know if camera technology is used in American football in the same way it is used in rugby i.e. if the game is stopped so that the referee can review video of a play before making a decision

    Ya it is. Kind of...

Because of the nature of american football, they don't just have to review scores, they can review everything...

In the NFL the coaches have 2 reviews each per half. On any play that they feel the refs got wrong they can challenge, it'll then be reviewed by the refs... If their challenge isn't successful they lose a time-out...
In the last 2 minutes of each half the booth (i.e. officials upstairs with tvs and such) challenge the plays...

In college the instant replay system is better, each play is reviewed by a booth official, and if there is any problems they will have a closer look...
