    Try payment free tolling on the M1.
    Was coming down the road this afternoon, pulled up behind some nordie guy in an old peugeot estate, whoi had himself just pulled up...saw words being had between him and the cashier, no money changing hands, large queue of cars starting to line up behind and all the other lanes going through as normal.
    I was getting pissed off at this stage (I hate the waste of having to decellerate/brake from 120 to stop and then back up again to pay these f*ckers without the added wait for this kind of thing) as I had some place I needed to be, so I beeped...the cashier glares at me, the guy in front gives me a shoulder shrug in his rear view...and then she hands him a piece of paper (which she has been filling out the last 2 minutes), opens the barrier and off he goes. No money changed hands, of that I'm positive.
    I pull up to the window and says to the cashier "Hey I've no money either, can I get through for free too?" The sarcasm was obviously lost on her. I paid and went on my way.

    So I can only assume this is some sort of invoice for an amount owed that is given to a driver who can't pay. Seeing as how this guy's car was registered outside the State, what hope is there really of getting his €1.80? How many times has this guy or people like him pulled this stunt? Shouldn't it be a case that if you can't pay or don't have money that you get pulled up on it in some way? Anyone know what was going on or ever had to do this at a toll booth?
