Would you normally get a refund if you cancelled both flights? If the answer is "no" then I doubt you'll get a refund for just the return.

He can cancel the return leg, yes.

But he won't get a refund (unless he is in business class).

even with the possibility of strike action, should we not be allowed to cancel a flight and get a refund?

If you are affected by the strike.. then maybe.. but just because there MAY be an impending strike does not give reason to get a refund.

4 of us booked a flight to go somewhere. One of us couldn't fly out until the next day so rang AL and changed his booking so he flew out the next day and back with us. He was charged for this but it worked out alright at the time.

It may just prove cheaper for your mate to just not check in for the return flight and book a Ryanair (or other) flight home.

You won't know unless you try to change flight detail when you ring them.
