Tax clearance cert problem

Hi there, my brother is wondering about the tax clearance cert. He needs one as he wants to work as a part time taxi but is unable to get one unless he gets a taxi company to vouch he's working for them or to declare himself self-employed. Neither of these are really an option, is there any way around it?

    Thanks.

Had same plan last year (although decided not to follow through in the end). He will have to register for tax - then get the tax clearance cert. I'm assuming he needs this in order to get the test sorted yes?
Just means he will have to submit tax returns on an annual basis - which he would have had to do anyway if he was going to do it on a self-employed basis.
