Cheap GPU for a HTPC

Hi there, I am looking for a very cheap gpu that will manage 1080p (mainly for bluray etc.). There are no free power connections on the PSU i'm using and the quieter it is the better! Any ideas? Price limit is about 40 euro, new or pre-owned. Thanks.
