Picasa is free and will do what you want.

Go to Folder/Create A Gift CD

I would recommend Photostory3. I have used this to do a few slideshows (50th and a retirement) and everyone thought they were great..
You basically import your photos and choose the order, then choose how the photos go through the slideshow. (IE) you can choose a start point and end point on a photo and set the interval, it can pan across a photo, zoom in, out etc. Looks very good played back on a tv.
You can add audio tracks choosing which picture to start it on. It may not be as fully featured as some of the other things mentioned above but I found it to be brilliant and it should suit you perfectly.
There is loads of tutorials and help here - http://www.papajohn.org/
go to "Photo Story 3" menu entry on the left.

Just one thing, when saving it all the profiles supplied with the program are pretty useless, so I use this one when saving. This outputs a wmv file which you then load into something like Nero to convert and burn to a dvd (or svcd works fine too). You put the profile file into the program files folder - Profiles and choose it when saving.
