Sharing Ip/Dropping connection?

    One of the people in my apartment has a non wireless laptop, and has got a cable to connect directly to the router. Since this I've noticed the connection dropping off for me a lot-is there a connection? I got a error message today saying I share the same IP as some other machine, is this important? How would I go about changing things to that my connection doesn't keep dropping off?
