3Mbps UPC package is perfectly fine for skype :)

Skype will work on any broadband package...

Call quality is pretty good on just a 1mb package.

Eircom 1mbit with 128kbps upload, with 48:1 contention? I doubt it could be relied on? Maybe during the night it'd be ok, but certainly not during day, it'd just be constant jitter to whoever your calling.

@OP, a good upload speed is what Your going need

Skype uses and adaptation of ILBC variable bit rate CODEC therefore adjust voice quality to match the speed/quality of your connection.

Nearly all forms of Broadband are fine for Skype - quality (latency, jitter, packet loss) are more important than how many Mbps you have :)
