I'm not really sure. In some countries they will bill the receiver for the cost. Maybe ring An post and find out?

In the old days the post office would put a "postage due" stamp on the envelope and the post man would collect the charge from the receiver.

I have had post arriving at the office with no stamp but it had a An Post mark on it saying "delayed due to insufficient payment".

So no, i dont think they will shred it but if it is important then you should send it again just to be sure.

The employee in the sorting office will just think who could be so dopey as to post a letter with no stamp before 'losing it' it in a shredder.
