    Taxi and Wheelchair Accessible Taxi Fares

    The Commission for Taxi Regulation sets maximum fares for public hire vehicles, that is all taxis and wheelchair accessible taxis only; this is known as the National Maximum Taxi Fare. A revised maximum fare will come into operation from 1st November 2008.

    Hackneys and Limousines

    The arrangement when booking a hackney or limousine is a contract of private hire and customers must agree the fare in advance with the operator when hiring a hackney or limousine.

    National Maximum Taxi Fare

    The fare structure underpinning the National Maximum Taxi Fare (which comes into effect on 1 November 2008) consists of:
    • An initial charge
    • A charge for further travel based on either distance travelled or the time elapsed and calculated across three graduated tariffs
    • A premium at certain times and on certain days
    • Extra charges, where applicable.

    Initial Charge

    The initial charge is the amount which appears on the meter at the beginning of the journey. A new initial charge takes effect from 1st November 2008, as part of the new National Maximum Taxi Fare. This is €4.10 standard rate or €4.45 premium rate and includes an initial distance of one kilometre or a period of 170 seconds.

    Further travel

    After the distance or time that is included in the initial charge has been exceeded, the fare for further travel is calculated at small portions of the journey. At low speeds, or when a taxi is stationary, the fare is calculated on the basis of time. Once the taxi exceeds a certain speed, the fare is then calculated according to the distance travelled. The speed at which charges switch from being distance-related to being time-related is known as the changeover speed. The changeover speed for the National Maximum Taxi Fare is just above 21 km/h.

    The time-related rate for further travel applies at speeds below the changeover speed, this charge is uniform throughout the country, and is based on a graduated structure of three tariffs. Journeys that travel beyond the initial time or distance covered by the initial charge and that are short in distance and duration are subject to Tariff A, the lowest rate. For medium length journeys, the latter stages of the trip are charged at a higher rate: Tariff B. Very long journeys will have the end of the trip charged at Tariff C, the highest rate.

    Tariffs

    From 8.00h to 20.00h, the rates for Tariff A are €1.03 per km and €0.36 per minute for the next 14km or 40 minutes after the initial charge. At premium rates, travel within Tariff A is €1.35 per km or €0.48 per minute. This tariff together with the initial charge should not cost more than €18.70 (or €23.45 at premium rates) or exceed either 15km or 43 minutes.

    When the initial charge and Tariff A are exceeded, the meter will record further travel on Tariff B. From 8.00h to 20.00h, the rates for Tariff B are €1.35 per km and €0.48 per minute. At premium rates, travel within Tariff B is €1.57 per km or €0.55 per minute. This tariff together with the initial charge and charges under Tariff A should not cost more than €38.90 (or €47.05 at premium rates) or exceed either 30km or 85 minutes.

    Longer journeys in excess of Tariff B will be charged on the basis of the rates in Tariff C. Tariff C is not subject to any premium during unsocial hours, and is calculated on the basis of €1.77 per km or €0.63 per minute at all times.

    It would not be reasonable or safe to demand taxi drivers to undertake journeys of unlimited distance, and so taxi drivers have the right to refuse journeys over 30km from the pick up point.

    Premium Charge

    A premium applies to taxi fares at certain times to encourage supply. These are generally known as unsocial hours rates and apply in particular to taxi operation at night and throughout the day on Sundays and public holidays.

    In addition to these unsocial hours the Commission for Taxi Regulation has authorised a special premium rate applicable to the festive public holiday periods of between 20-00 hours Christmas Eve to 08-00 hours St. Stephen's Day and between 20-00 hours New Year's Eve to 08-00 hours New Year's Day. During these periods Tariff C will operate immediately after the premium rate initial charge.

    Extras

    Booking charge


    When a taxi is booked by telephone, email, fax, text, (or any method other than by hailing in the street or engaging at a taxi rank), taxi drivers are permitted to charge a maximum of €2.00 for such journeys. This charge does not apply to taxis hailed on the street or engaged at taxi ranks or at transport terminals.

    Extra passenger charge

    An additional charge of €1.00 may be charged by taxi drivers for each additional passenger. Two children under twelve will be charged as one adult. Note that if there is only a single child in the vehicle under the age of 12 years they are deemed to be the hirer. Extra children under 12: 1 free, 2nd or 3rd €1.00; 4th or 5th € 2.00; 6th or 7th €3.00 etc.

    Road toll charges

    Where a road toll charge is necessarily incurred on a trip, the exact cost of the toll may be added to the taxi fare. Any tolls charged must be recorded in handwriting on the receipt printed by the printer attached to the taximeter.

    Tips

    Customers may give tips to reward good service at their discretion. Tips may be recorded in handwriting on the receipt.

    Discounts

    Drivers may give discounts on fares. The driver has the right to charge the maximum amount calculated on the meter or a lesser sum at his or her discretion. Customers have the right to request discounts before engaging the taxi. Any discounts given may be recorded in handwriting on the receipt. In the absence of any arrangement on discounts agreed in advance, the customer is liable to pay the amount calculated by the meter in full.

    Waiver

    When a journey is pre-booked, customers may waive their right to have a particular journey charged on the meter. In this situation a prior written agreement must be signed by both the driver and the passenger. This is known as a waiver agreement and must be agreed by driver and passenger in advance at the booking stage.

    Soiling charge

    A soiling charge is payable by passengers who dirty or damage a taxi to the extent that it has to be taken out of service or will incur a cost to clean or repair. Such soiling or damage can incur significant costs for drivers or operators and a loss of earnings due to downtime. To discourage such soiling and compensate drivers or operators, a soiling charge of €140 applies as part of the National Maximum Taxi Fare.

    Extras that may not be charged
    Luggage


    The Commission for Taxi Regulation is of the view that the carrying of luggage is an integral part of an SPSV service and is reflected in the basic charge. In addition there is now a significant diversity in the type of bags and goods carried by passengers which can lead to disputes in relation to the interpretation of what constitutes luggage. In the interest of transparency and simplicity no additional charge is permitted for any type of luggage or mobility aids.

    Animals

    The carrying of animals will be at the discretion of the driver but no charge will apply where animals are carried. The driver will not have the right to refuse to carry an assistance (guide) dog unless on certified medical grounds.

    Miscellaneous charges

    Charges, including charges for extra stops, and charges for hiring at the rank at Dublin Airport are not permitted under the National Maximum Taxi Fare.

    Fares to be increased as CIÉ loses €39m

    CIÉ is to increase fares, reduce the frequency of its services, and withdraw some routes altogether, after sustaining massive losses.

    Minister for Transport Noel Dempsey told the Dáil that the company will make a deficit of €39m this year, compared with just under €1.5m in 2007.

    He said the loss was a 'significant deterioration' and was due to a drop in revenue, increased costs and higher fuel costs in the early part of the year.

    He said each company in the CIÉ group, including Dublin Bus and Bus Éireann, will have to increase fares and rationalise services.

    Bus firms may cut routes to stay in business

    Dublin Bus and Bus Eireann may have to cancel routes, withdraw buses and lay off workers to stay in business, it was claimed today.

    Labour TD Tommy Broughan told the Dail the cutbacks could involve the total loss of 190 Dublin Bus and Bus Eireann routes and the withdrawal of 270 vehicles.

    Up to 400 redundancies were also being considered by CIE in order to remain viable, Mr Broughan claimed.

    However Transport Minister Noel Dempsey said consultants were currently carrying out a cost and efficiency review of the state transport firm and no decisions have been made on reducing services or fleets.

    He said CIE will be given 312 million euro state subvention in 2009, an increase 1.5 per cent on 2008.

    The firm reported a 39.5m euro operating deficit for 2008 mainly due to loss of revenue owing to a drop in demand for services and increased fuel costs.

    “The outlook for 2009 is for a further deterioration in the Group’s financial situation in the absence of corrective measures,” Mr Dempsey told the Dail.

    “The firm is considering increasing fares and streamlining services including reducing frequencies of some routes or complete withdrawals.”

    He added: “There needs to be rationalisation within Dublin Bus — that is clear. A lot of services can be saved if that rationalisation goes ahead.”

    The Government has already agreed an increase in fares in 2009 and 5m euro extra in compensation for discharging its public service remit.

    “It is a matter for the CIE group to secure the operational efficiencies and to reduce costs so to maintain services at the highest level possible,” added Mr Dempsey.

    “Service reductions should be the last resort in efforts to maintain financial stability,” he added.

    Mr Dempsey said CIE was suffering from the economic recession like every other business in the country.

    “At a basic level, there are less people using the bus or the train. We have given an increase in the subvention and the fares and it is up to the CIE companies to work within this to maintain and grow their services. We can’t give any more money from the taxpayer.”

    Luas fares to increase 5.5% from next month

    LUAS FARES are to increase by an average of 5.5 per cent from next month, the Railway Procurement Agency announced yesterday.

    The agency said single-journey fares on both Red and Green lines will rise by 10 cent and return fares will go up by 20 cent.

    There will be no increase in the cost of short trips within a single zone.

    A single journey peak time ticket will now cost from €1.60 to €2.40, while the price of off-peak journeys will range between €1.50 and €2.30, depending on the number of zones travelled.

    The increases will come into effect on Monday, January 5th.

    Child fares will remain static for the fourth year running.

    The cost of an adult seven-day ticket will go up by between 90 cent and €1.20, while a 30-day ticket is to increase by between €2.50 and €6.00.

    Student seven-day tickets will increase by between 60 cent and €1.10, while the cost of a 30-day pass will rise by between €2.20 and €3.00.

    The price of annual Tax Saver tickets will go up by an average of €40 per year. A Green line Tax Saver ticket will now cost €71 per month or €710 per annum, while a Red line ticket will cost €67 per month or €670 per year. A dual zone ticket will increase to €76 per month or €760 for 12 months.

    The price of Smartcard fares will increase by an average of 3.5 per cent.

    While tickets bought from agents will cost on average 10 per cent more, they will still be cheaper than those purchased from ticket vending machines.

    RPA chief executive Frank Allen said the fare increases were needed to cover the rising costs of running the Luas.

    “Luas will be five years old in 2009 and this increase will allow us to improve and maintain the quality of the service to our customers in the coming year and build a good foundation for the future.”

    He said new trams will be delivered next year to cope with increased passenger demand. A total of 29 million passengers were carried by the Luas in 2007, up from 26 million the previous year.

    Transport costs are to increase, with New Year price rises for mainline rail, DART, Luas, Dublin Bus and some road tolls.

    Some new charges were introduced today, while others are coming into effect from Monday.

    The National Consumer Agency has said the latest price hikes for public transport are excessive.

    It says that for the economy to remain competitive, public transport companies should be reducing the price of tickets, not increasing them.

    The increases will apply across a wide range of services from mainline rail and DART to the Luas. It will also cost more to drive through parts of Dublin and across the country.

    A journey from Dublin to Galway will cost you €4 more by train and DART services in Dublin will increase by about 15-25 cent.

    Iarnród Éireann argues that it applied for the increases because of the economic environment everyone is facing, and says it badly needs the revenue.

    Driving through toll plazas will cost 10c more for car drivers - with the exception of the M50 and the Port Tunnel. There is a variety of new charges for haulage trucks.

    Various Luas tickets on offer will cost around 5% more, with no increase in the cost of tickets for children.

    And Dublin Bus fares will increase by 10c for an adult and 5c for a child.

    FARES FOR Luas, Dublin Bus and some toll road services increased yesterday, with Luas journeys rising by an average of 5.5 per cent.

    Most cash fares on Dublin Bus have risen by 5 cent for children and 10 cent for adults.

    An adult taking a 4-7 stage journey will now be charged €1.60, while a passenger under 16 years travelling more than seven stages must pay €1.

    Luas fares have increased by an average of 5.5 per cent, the Railway Procurement Agency said.

    The main changes are a 10-cent rise in single fares - except for short trips within one zone - and a 20-cent increase in return fares, with the exception of short trips within one zone, which have risen by 10 cent. There is no increase in child fares.

    Had a look at some IE fare increases listed on a wall and the average fare increase would seem to be 10%...

    ...so I take it that the rate of inflation for 2008 was very high, and that inflation for 2009 is expected to rocket!!! :rolleyes:

    My weekly Dart ticket increased by almost €3 (from 16.50 to 19.30) which is pretty scandalous imo, was quite surprised at such a large increase.
