Any idea what would cause a laser printer to print out thick black lines horizontally across whatever it is that it's printing??

Yes - the drum, the fuser... it depends on the machine, paper feed orientation, etc.
Consult the manufacturer's on-line troubleshooting or manual.

most likely the fuser is damaged and is causing this
if it is old buy a new otherwise price the cost of a new fuser
whats the model of printer as you may be ablr to easily access the fuser to check for damage

It might just be some toner escaped out onto the rollers. The HP Laserjet cleaning utility can be great for fixing this, and other similar problems. (iirc it should work with any/most black&white laser printers). Its worth trying to run it through your printer a few times and see if there's any improvement.
