"The system will adjust performance for the power available"

I have an xps 1530. The charger is broken. At the moment I'm using the charger from my inspiron 1501 which has a lower voltage. When I connect it I get a message saying that for best performance connect the recommended power supply.
What is that likely to effect? Will it actually lower the performance of the computer, or just set it to use a lower brightness by default etc?

It won't charge the battery as quick. If it can't get enough power from the power supply it may supplement it using the battery. If it doesn't do that it will try to lower back the power it needs and may throttle back the processor/graphics card. Saying that, I have an inspiron 9400 with 17" screen, 2Ghz core 2, 7900gs and I never had any problem using a 65w power supply (it comes with a 90w).

Unplug the battery and start up a game (the more intensive the better), this will let you know if its throttling the cpu/graphics card.
